New walking problem?

On our Sunday evening walk, a dog flew out of his yard, barking and growling with his hackles raised after our dogs. It wasn’t a new route, just a new neighborhood dog. Our 3 year old male flipped out, literally.
He looked like a fish out of water he was flopping around so much trying to get at this dog.
Up until this point, he has never had a problem with another dog, now, he gets on the defensive and starts flopping around even if he so much as hears another dog barking.
We have tried everything we can think of, tried to “re” train him to walk on a leash, reward him when he behaves, and we have started using the “gentle leader” on him again, but nothing has worked so far. (We have done this on walks by himself.) The minute he so much as hears another dog bark, he flips out.
My hubby said he isn’t going to be getting any more walks if we can’t get him to stop doing the landed fish flop. (Out of the question.)
I have run out of ideas.
Any suggestions.

Need some answers preferably from people who are familiar with laws concerning animals?

Our neighbor has 3 dogs that they never let inside. 2 Chiuahua’s and an 8 motnh old Mastiff. Every time my husband and I are out in our backyard, the mastiff jumps on the fence violently and attacks it. She is damaging the fence because I see wood chips fly through the cracks. We can’t see any damage on our side YET. She did pop out one of the fence posts the other day but we just nailed it back in. We have asked our neighbor to tie her up HUNDREDS of times. They do for a day then stop. Not only is it extremely frustrating to have to deal with this when we are outside, but I have 3 dogs myself that I worry about if that dog busts through, and we have a baby on the way! We don’t keep our dogs outside but we do let them out to just run around for an hour or so at a time. My question is what can I do? The dog is still confined to their property so it is not a leash law problem. I fear for my baby and my dogs.
I have called both the police and Animal Control and they told me that because the animal is technically still on their property for now there is nothing they can do.
kk- I am not afraid of any dog or breed. When a dog violently attacks a fence to break through it is not a good dog. I am sorry if you have been at the recieving end of this. maybe you need to train your dogs better. There is a thing called common courtesy. I have 3 dogs myself that we have trained not to bark all day and attack fences one of them being a pit bull. So NO I am not afraid of mastiffs, I am afraid of some idiot irresponsible owner (like your self it sounds) letting their dog break through the fence and attack my dogs or BABY!

What do you do about a baby bird that fell out of a tree?

I live in rural North Carolina and we had a nasty storm today that blew down a lot of tree limbs and apparently dislocated a few baby birds from their nests. We managed to save one, what looks like a sparrow. It has most of its adult feathers and can fly (learned that the hard way) but didn’t seem to be able to fly when we found it, so we brought it in to keep it safe from our dogs. One baby robin wasn’t so fortunate and was killed by our lab before we could help it. It ate some mushy cat food/water and is now asleep in a shoe box in my little bathroom. I don’t plan on keeping the bird, that would be wrong, but I want to help it. My dad won’t take it to a vet or rescue group because he thinks it will cost us money, even though I’ve told him it won’t, but it’s like arguing with a brick wall. He says keep it for a couple of days, tie the dogs up and let him loose outside to see if he can fly away. hopefully he won’t go up a tree where we can’t keep an eye on him or feed him. Not sure what to do. Open to any suggestions. Just don’t tell me to take him to a rescue, I know that already, but I’m only seventeen and I can’t take him there w/out permission.
Okay, Squeakers (believe me, it’s an appropriate name) is back in the tree, flying around from branch to branch, and we left some of the mushy catfood out there for him. The dogs are tied. we thought he was probably okay when he escaped from his shoebox and flew to my shower curtain.
