They evolved differently. Each group developed into different niches, and with increasingly differnt capabilities and structures. That’s the basic answer, the rest is details.

To take advantage of an environment and ensure survival of the genes that coded for the ability to take advantage of the environment.
The fish thing is kind of a no brainer. Most of the planet is water, so swimming in water is taking advantage of a lot of environment. Plus water is needed for life, and swimming is pretty easy (no gravity to overcome).
Birds are much more difficult, since they must have evolved slowly to get to a point where they were in control of their altitude and airspeed. The first “birds” were probably gliding reptiles. Then a mutation gives them some rudder control, another flapping wings, etc.
So, in a nutshell, they evolved.
To say “they were created that way” is pretty dumb. Why then are there flightless birds? Why did the Dodo die out? What’s the point of creating something just to kill it off?
